    Microsoft Partner Center: May 2025 announcements

    The Microsoft Partner ecosystem is in a continuous state of evolution, and May 2025 brought forth a series of significant announcements from the Microsoft Partner Center. The Microsoft Partner Center is a platform that serves as a central hub for Microsoft partners to manage their relationship with Microsoft and their customers.

    The partner center gives access to partners to manage their accounts and users, engage with customers, build relationships with other partners, enroll in incentive programs, manage customer subscriptions, bill and get paid, contact support, and publish or explore offers in the Microsoft commercial marketplace.

    The partner center also offers updates/announcements, which are pivotal for Cloud Solution Provider (CSP) partners, direct bill partners, and indirect resellers. These updates influence a broad spectrum of operations, from subscription terms and pricing to operational processes and incentive eligibility.

    New Subscription Terms & Promotions: Expanding Microsoft 365 Opportunities 

    Introduction of 3-Year Terms for Microsoft 365 E3, E5, and Teams Enterprise

    On May 1st, Microsoft introduced a three-year subscription term for Microsoft 365 E3 and E5 with or without Teams and Microsoft Teams Enterprise licenses within its CSP program starting June 1, 2025. 

    Starting July 1, 2025, three-year subscription options will be made available for Microsoft 365 E5 Security and E5 Compliance mini suites. 

    The announcement also stated that partners are allowed to change the subscription term for customers with End of Sale (EOS) subscriptions of Microsoft 365 and Office 365 at mid-term or renewal stages for the subscription to the new three-year EOS terms without losing their Teams entitlement.


    Exclusive Promotions for New-to-Offer Customers 

    Microsoft is offering exclusive promotions to new customers for Microsoft 365 E3/E5 three-year subscription discounts, E5 Security and E5 Compliance Suites, and Microsoft 365 Copilot.

    The Microsoft 365 E3/E5 three-year subscription discount offers 10% off, is open to customers new to Microsoft E3 or E5, and will be made available from June 9 to December 31, 2025. E5 Security and E5 Compliance Suites offer a 10% discount, open to customers new to the “mini suites,” and will be available July 1 to December 31, 2025. 

    The Microsoft 365 Copilot “getting started” promotion offers a 15% discount to new Copilot customers. The promotion is currently ongoing and has been extended to June 30.

    Strengthening the CSP Ecosystem: Authorization & Incentive Updates for FY26

    New Authorization Requirements for Direct Bill Partners and Indirect Resellers

    Microsoft is upping the requirements for those eligible to participate in the CSP program and earn incentives, with the aim of improving security, raising its professional standards, and ensuring partners are capable and compliant.

    Indirect resellers are partners who sell Microsoft cloud products through an indirect provider or distributor. Indirect resellers are now required to complete Microsoft’s business vetting process, generate a minimum of $1,000 in billed revenue over the past 12 months, complete all mandatory Partner Center Security Score requirements by July 1, and accept the Microsoft Partner Agreement.

    Direct bill partners are partners who buy cloud products directly from Microsoft. They are required to now hold CSP authorization, generate a minimum of $1 million over the past 12 months at the partner Global Account (PGA) level, and earn at least one Solutions Partner designation relevant to Microsoft’s solution areas.

    Partners who do not meet the requirements will lose authorization to participate in CSP and become ineligible for Microsoft incentives.

    Streamlining Operations: Partner Center Enhancements & API Changes

    Overhaul of the Microsoft Customer Agreement (MCA) Attestation Process

    Starting October 27, Microsoft will not allow for new customer orders unless the Microsoft Customer Agreement is properly accepted. Microsoft will only accept MCA attestation through a new, more compliant API-based method or direct customer acceptance.

    The current API-based attestation model and the manual/UX experience in Partner Center will be removed. This is to reduce legal and operational risks.

    Introducing Net Paid Seat Adds (NPSA) Reporting

    NPSA is a metric that shows how many paid user licenses were added over time. From June 2025, partners will be able to access NPSA reports via Microsoft Partner Center, giving them visibility into growth uptrends, upsell opportunities, and customer retention.

    Updates to Partner Location Account (PLA) API and UI

    Effective from June 2, Microsoft will enforce that only active and compliant indirect resellers can be listed as Partner of Record (POR) on new CSP orders. 

    Indirect resellers will be required to have a valid CSP authorization, active tenant ID, valid PLA ID, and reside in the same region as their indirect provider. These measures are introduced to prevent fraudulent or mistaken POR assignments, ensure compliance and data accuracy, and ensure credit, incentives, and customer ties go to the correct partner.

    Important Program Changes & Impact on Specific Segments

    Discontinuation of Microsoft 365 Business Premium & Office 365 E1 Nonprofit Grants

    Microsoft is putting a stop to free license grants for nonprofit customers using Microsoft 365 Business Premium and Office 365 E1. This applies to customers in Cloud Solution Provider (CSP) and Web Direct channels. 

    The grants will be discontinued following the customers’ next renewal date on or after July 1. The paid version of these licenses will still be made available with huge discounts of up to 75%, but not for free. This step is to make Microsoft’s philanthropic efforts more sustainable and shift the focus from “free” to “value-driven.”

    Enhancing Security Postures for Partner Tenants

    Microsoft is enforcing security defaults on all CSP partner tenants that haven’t enabled security defaults, conditional access policies, and a third-party multi-factor authentication (MFA) solution. This is to secure the partner ecosystem and prevent supply chain attacks by ensuring every partner has a strong security baseline.

    Broader AI & Innovation: What’s Next for Microsoft Partners

    Microsoft 365 Copilot Availability and Discount Extension

    Microsoft 365 Copilot is currently available across all sales channels, including CSP, as an AI assistant and not just an add-on. It is eligible for purchase by customers with base SKUs like Microsoft 365 E3/E5 and Microsoft 365 Business Premium. 

    The promotional discount for Copilot has been extended till June 30, and limits on the number of licenses that can be bought at a discount have been raised.

    New AI Cloud Partner Program Benefits Packages

    Microsoft is making it easy for partners to scale AI practices with targeted benefits by introducing three new benefit tiers: partner launch benefits for early-stage support, success core benefits for growing businesses, and success expanded benefits for mature partners.

    Partners who develop software can now earn solution partner status with certified AI software in specific industries.

    Advanced AI Development Tools for Microsoft Teams

    Microsoft is introducing new tools for building AI agents in Microsoft Teams. This includes Agent2Agent (A2A) to ensure secure peer-to-peer communication between agents, Teams AI library for building collaborative agents in JavaScript and C#, agentic memory to retain previous interactions, automated compliance checks, and insights API.

    Microsoft is actively making AI a cornerstone of its ecosystem, not just for end-users but also for partners. This step provides a major opportunity for its partners on the CSP to stand out with AI expertise, deliver more value, and grow revenue in new ways.
