PayPal Plans Massive 20% Workforce Reduction to Fund AI Initiatives

PayPal is cutting nearly one-fifth of its workforce as it restructures the company around lower costs, simpler operations, and artificial intelligence. The company plans to remove unnecessary layers, automate more work, and redirect part of the resulting savings toward growth.

PayPal Begins a Major Workforce Reduction

The company announced the restructuring earlier in the year as CEO Enrique Lores moved to simplify operations and improve execution. Therefore, the planned reduction will affect roughly 4,760 positions if applied across the company’s 23,800-person workforce.

However, the company did not remove all those positions at once because management expects the program to span two to three years.

In September, PayPal eliminated jobs across its operations, while a separate filing showed plans to remove 251 positions at its San Jose headquarters. Currently, the reduction has moved from an announced plan into active implementation.

AI and Efficiency Drive the Restructuring

The workforce changes connect directly to the broader plan to simplify operations. Management has reorganized the company into three business groups covering checkout, consumer financial services, and payment services.

At the same time, management appointed Anshu Bhardwaj as chief AI transformation and simplification officer. Lores has said PayPal wants AI to improve developer productivity and shorten product development timelines.

Therefore, the company expects technology changes to support faster execution while reducing operating costs. In addition, the company expects the broader restructuring and business simplification program to produce at least $1.5 billion in annualized savings over two to three years.

    What Comes Next

The restructuring will continue for several years as the company reduces organizational layers and expands AI and automation. Some initial actions should finish during 2026, while later changes will continue into subsequent years.

As the program progresses, PayPal will need to show that lower costs can support stronger execution. Ultimately, the next stages will reveal whether PayPal can turn restructuring savings into better technology, products, and customer experiences. The company will also have to show that those changes improve execution without reducing service quality.
