    OpenAI signs strategic UK Partnership to build AI hubs in public services

    OpenAI, the company behind ChatGPT, and the UK government have entered into a partnership that is designed to advance the country’s artificial intelligence (AI) infrastructure as well as transform the country’s public services.

    The partnership was formalized through a Memorandum of Understanding (MoU), but both parties say it is not legally binding. This agreement captures the UK’s ambition to become a global leader in AI while ensuring that the benefits of advanced technologies reach every corner of the country. 

    The MoU, signed by UK Department for Science, Innovation and Technology Secretary Peter Kyle and OpenAI CEO Sam Altman, outlines a shared intent to harness UK’s strengths in science, innovation, and talent to develop a world-leading AI ecosystem built on “democratic values.” For OpenAI specifically, this will allow them to further expand their office in the UK, which was the company’s first international location in 2023. The company’s research and engineering teams have seamlessly contributed to OpenAI’s development of frontier models, and deepening its commitment to the UK include plans to also increase the size of its London office which currently has about 100 employees across all teams.

    At the heart of this agreement is the deployment of OpenAI models to modernize government operations and public services. The objective is to streamline administrative burdens, speed up processes, and foster innovation in sectors like justice, defense, education, and public safety. 

    An example is the integration of OpenAI’s ChatGPT into Humphrey, a “Whitehall’s AI assistant that aims to speed up the civil service by taking away admin burdens,” as explained by the government of the UK. The usage of tools powered by ChatGPT’s large language models highlights the tangible ways AI can improve service delivery and free up public sector workers for more impactful work. 

    Under the partnership, OpenAI and the UK government will also focus on supporting small businesses and citizens, ensuring that AI technology is accessible and beneficial across the economy. Public engagement is also paramount to this partnership as it will shape the rollout of new services. This will help build trust and transparency as AI tools will gradually become widely adopted and accepted in the UK.

    “AI will be fundamental in driving the change we need to see across the country — whether that’s in fixing the NHS, breaking down barriers to opportunity or driving economic growth,” Kyle said in a press release. “That’s why we need to make sure Britain is front and centre when it comes to developing and deploying AI, so we can make sure it works for us.”

    “This can’t be achieved without companies like OpenAI, who are driving this revolution forward internationally. This partnership will see more of their work taking place in the UK, creating high-paid tech jobs, driving investment in infrastructure, and crucially giving our country agency over how this world-changing technology moves forward.”

    Another crucial component of this partnership is a deepened collaboration on AI safety. OpenAI will work closely with the UK AI Security Institute to accelerate research into the security risks and capabilities of advanced AI models. By sharing technical information and participating in joint evaluations to protect critical infrastructure and public trust in technology, both parties aim to ensure that AI is developed and deployed safely.

    It is important to note that this partnership also sits at the heart of the UK’s AI Opportunities Action Plan that was announced in January 2025, and the government’s AI investment strategy that includes vast sums earmarked for sovereign computing capacity, the creation of a Sovereign AI Unit and the funding for supercomputing facilities. 

    “AI is a core technology for nation building that will transform economies and deliver growth. Britain has a strong legacy of scientific leadership and its Government was one of the first to recognize the potential of AI through its AI Opportunities Action Plan,” Altman said in an OpenAI press release. “Now, it’s time to deliver on the plan’s goals by turning ambition to action and delivering prosperity for all.”

    The OpenAI partnership with the UK government is seen as a defining moment in the UK’s AI development journey. As the UK moves forward with plans for AI Growth Zones and other strategic initiatives, the partnership promises to keep the country at the forefront of global innovation by unlocking economic growth, improving public services, and ensuring AI is used ethically and responsibly for the benefit of all.
