    Apple Built a Custom AI Model With Alibaba Just to Operate in China. That Compromise Tells You Everything About How Fragmented Global AI Is Becoming.

    Apple has reportedly trained a custom artificial intelligence (AI) model for the Chinese market with support from Alibaba, marking a significant change in how the company is preparing to bring Apple Intelligence to China. 

    The China-specific model was developed with Alibaba’s help and training support, giving Apple greater control over its AI experience while allowing it to work within China’s regulatory system.

    Apple Needed a Different AI Strategy for China

    Apple’s AI strategy in China has already looked different from the one used elsewhere.

    When Apple began working toward bringing Apple Intelligence to Chinese users, it explored partnerships with local companies. Alibaba eventually became a key partner, with its Qwen model selected to support Apple Intelligence in China. 

    Baidu has also been involved, with its technology reported to support search-related functionality, while Qwen is expected to handle parts of the assistant and generative AI experience.

    Apple has also reportedly developed its own China-specific large language model with Alibaba’s support during the training process. And this gives Apple greater control over the model while still allowing the system to be developed within the local regulatory framework.

    The development also gives Apple a notable distinction in China. Reuters reports that Apple has become the first foreign company to receive Beijing’s approval to deploy a proprietary AI model in mainland China.

    China Took Apple Almost Two Years to Reach

    This development also puts the length of Apple’s China rollout into perspective.

    Apple Intelligence first became available outside China in October 2024. The company’s China-specific service received regulatory approval in July 2026, roughly 22 months later. And Apple had spent that period working through the requirements needed to offer its generative AI features in the country.

    The delay was partly shaped by China’s regulatory system, which requires generative AI services and large language models to meet local requirements before they can be offered publicly. 

    U.S.-developed services such as OpenAI’s ChatGPT still remain unavailable in China, which helps explain why Apple ended up building a model specifically for the Chinese market with support from Alibaba instead of simply deploying the same AI system it uses elsewhere.

    The Global AI Market Is Splitting Along Borders

    Apple’s situation shows how quickly AI is becoming tied to national technology ecosystems.

    Apple’s foundation models are designed to power AI features across its devices, with Apple using both on-device models and server-based models through Private Cloud Compute. But the company’s China strategy now involves a separate model developed with local support because the same approach cannot simply be deployed there.

    Alibaba, meanwhile, has become an important part of China’s growing AI industry. Its Qwen models are competing with domestic and international systems, while the company continues to expand its AI and cloud businesses.

    For Apple, its next goal is getting Apple Intelligence onto Chinese devices. For the wider AI industry, this development offers a clear example of what happens when AI technology meets different regulations, markets, and geopolitical boundaries.

    And the result is a global AI market where the same company may need different models, partners, and technical arrangements depending on where its products are being used.
